Brazil 1970: "Born in Municipality" variable missing

I could not find the variable “Born in Municipality” question in the 1970 Brazil IPUMs sample.

This question exists, it is question number 10 of the questionnaire (looking at the questionnaire PDF).

This variable also exist for every other year in IPUMs data with the codes:
BR1960A_ORIGIN
BR1980A_BORNMUN
BR1991A_BORNMUN
BR2000A_BORNMUN
BR2010A_BORNMUNI

Could someone help my identify why this variable is missing? If viable, could it be added to the Ipums microdata?

There is a variable for place of birth in the 1970 Brazil sample (see BR1970A_BIRTHPLC). However, note that in the 1970 sample the state is the lowest level of geography identifiable in the public use data we were given by the Brazilian national statistical agency.
