Is it correct that the 2006-2010 ACS 5year uses PUMA-2000 definitions but also uses TRACT-2010 definitions?
It seems odd to me that the same product would blend the geography vintages.

Yes, this is correct. And yes, it does seem a bit odd, but the timing has been this same with both the 2010 and 2020 geography updates: the Census Bureau establishes new census tracts before publishing decennial census data tables, but new PUMAs aren’t finalized till after the decennial census is completed. This Census Bureau web page summarizes which vintages are used for every summary level in each ACS data release. (I visit this page very often myself!)
