First, is it acceptable to cite the data set in ways other than those recommended at https://usa.ipums.org/usa/cite.shtml if the teacher you are performing work for requests a different format? The work will not be formally published.

Second, are class papers not formally published required to be entered into the database of works based on IPUMS-USA data or is the database reserved for more formally recognized work?

Any citation style is acceptable as long as it contains the information from the citation you linked to. The bibliography is primarily intended as a record of published works, so you do not need to worry about submitting papers written for course work.
