I’m trying to understand what % of the households in NYC used public housing using 2019 5-year sample data. I’ve searched all the variables and couldn’t find a related variable for 2019 data. I just want to confirm if such variable is available in the 2019 5-year sample data.

There is not a public housing identifier in the public use microdata sample (PUMS) available through IPUMS. The U.S. Department of Housing and Urban Development (HUD) has a restricted use ACS-HUD linked data file that connects the 2011-2018 ACS with HUD records for some of the largest housing assistance programs, but this isn’t intended for getting estimates of the number of HUD-assisted units. You might look into the American Housing Survey, which includes measures related to subsidized rent.
