Is tract level data only available on NHGIS? If so, is there a topic within for whether someone owns or rents?

Yes, tracts are too small to be identifiable in the public use microdata available through IPUMS USA or other IPUMS microdata collections. The smallest units identified in recent samples there are PUMAs (Public Use Microdata Areas), which are required to have at least 100,000 residents each.
In the summary data provided in NHGIS, the general term for the “Own vs Rent” distinction is “Tenure.” You can find tables in NHGIS with tract-level counts by tenure by looking for the Housing > Tenure and Mortgage Status topic.
