Hello, I am trying to recreate anycovnw using the raw Census extracts, but I don’t understand how IPUMS allocated NIU in 2014.
According to the unharmonized variable (UH_NOWANYCOV_A1) there are 7,212 observations that do not have coverage, 52,904 observations that do have coverage, and 139,440 observations that are NIU, however the harmonized variable (ANYCOVNW) has reallocated those NIU observations such that there are 25,676 observations that don’t have coverage and 173,880 observations that do have coverage, with no missing values.
If anyone can provide additional guidance I would be very grateful!
The 2014 ASEC was fielded using an experimental design where 3/8 of the total sample received a new version of the questionnaire and 5/8 was given the existing version (refer to our user note on the 2014 ASEC for more information). While this redesign does not significantly impact reporting of ANYCOVNW, the split-ballot approach results in separate variables for each sample that are combined into ANYCOVNW. UH_NOWANYCOV_A1 reports the values for the 2014 3/8 sample, but is NIU for the 5/8 sample. UH_NOWANYCOV14_A1 reports the responses only for the 2014 5/8 sample. Note that you can also identify observations in each sample with the variable HFLAG. After combining both of these unharmonized variables, there will only be a handful of NIU cases that are also present in the original microdata.
