Where can I find the reference about sample design (not the description on the website)?

We are analyzing IPUMS-USA data from 1970 to 2010. The 2010 data were from ACS. Where can I find the reference about the comparison between ACS and the census data? So I can say estimates from ACS are comparable to estimates from the census data.

The other reference I would like to find is about the necessity to use the person weight variabal (PERWT) when doing nation-wide analyses.

I can find the information in the description of the sample design section and variable section. However, I would like to know if there are papers so that I can cite them in our current work. Or, how should I cite the information that I found on the webcite.

The Census Bureau provides an Accuracy Statement with each ACS release. They also provide a comparability guide, which indicates whether summery tables are comparable across data sources.
