Pool or merge monthly CPS surveys to find yearly rates?

I’m interested in the proportion of the labor force in a particular occupation (for instance, teachers) per year at the MSA level. What’s the best way to approach this using CPS data? Should I find the proportion per month using the basic monthly surveys and average 12 monthly proportions for the year? Is there a benefit to using ORG data instead of monthly data for this purpose? Should I instead use NBER’s merged annual ORG data, or is there a benefit to looking at monthly data individually?
