Linking districts in the Vietnamese census to sampling strata

I am trying to setup a spatial microsimulation model for Vietnam, which aims to link information from the 2019 census to the 2019 health survey. The documentation of the 2019 health survey mentions that it uses the census sampling approach, distinguishing between six (three groups of districts times urban-rural type of EAs) strata:
(1) Group of district/town/city of province with urban EAs (U1);
(2) Group of plain and coastal district with urban EAs (U2);
(3) Group of mountainous, island district with urban EAs (U3);
(4) Group of district/town/city of province with rural EAs (R1);
(5) Group of plain and coastal district with rural EAs (R2);
(6) Group of mountainous, island district with rural EAs (R3).

The IPUMS documentation of the population census mentions that: “Strata correspond to 3 groups of districts.”. I assume these are: Group of district/town/city of province; Group of plain and coastal district and Group of mountainous, island district (possibly dissected by urban/rural status).

I would like to map the districts in the 2009 population census to the six groups and/or three strata but I cannot find a VNM ‘strata’ identifier (there is a strata identifier in IPUMS but this refers to something else).

It’s difficult for me to answer your question since the 2019 health survey you reference is not an IPUMS sample. However, you can read about the sampling methodology for the 2009 Vietnam census in chapter two of this report. In particular, it provides the relationship between the sampling rate for each district (each consisting of its own stratum of enumeration areas) with the sampling rates for each of the three regions. The report notes the number of districts in each region, but it doesn’t specify which districts correspond to each of the three regions; you may have to reach out to those involved with the 2019 health survey to determine which districts they selected and whether these correspond directly to the classification in the 2009 census. Otherwise, you can obtain the urban status of the enumeration area a household resided in using the variable URBAN; the district of residence is recorded in GEO2_VN2009.

Thanks for the reply. It appears my question was incorrectly phrased. I was investigating the link between the 2009 census and 2019 health survey (that uses the 2009 census sample design) - apologies for this. And indeed, I was looking at the same report to which you refer in your answer, which unfortunately does not provide a mapping from districts to the three regions. The persons, who gave me access to the health survey indicated the 3 census strata (but split by urban rural) are used for that survey but also do not have the mapping to the districts. I will try to get into contact with Statistics Vietnam and ask if they can help me. Nonetheless, thanks for the support. Possibly somebody else that reads this message has an answer.
