I think NHGIS previously included syntax files for use with major stats packages to read in ACS summary file data, but I don’t see those anymore. Has that service been discontinued?

This option still exists. On the Review page of the NHGIS Data Finder, you should see an option for “Fixed width (best for statistical packages)” as in this screenshot. If you select that, the downloaded extract should include control files for a few major stats packages.
If you selected this option and then received an extract that doesn’t include control files, please let us know a little more about what type of data you were requesting.
