Can you provide a bit more detail on the issue you are experiencing? I am able to download the 1984 file in the row for Ethiopia on the page that you linked (image below to make sure I have understood the file you are looking at). Note that this is a zipped file and will need to be decompressed before using it (I recommend 7zip for Windows and The Unarchiver for Macs).
