When I click on the data, the extract file icon shows on my toolbar; however when I click on "extract, the “extract all” icon is not highlighted. Essentially, I am unable to decompress the data. Any help is appreciated.

Some decompression software works better than others. We typically recommend the 7-Zip software for unzipping IPUMS data extracts. You can download 7-Zip here. Once installed, you should be able to right-click and decompress the .dat.gz file.
