American Community Survey - POVERTY variable NA values versus 0 income

How are missing values coded in the poverty ACS data? It looks like 000 = NA, 001=1 percent or less of the poverty threshold, and 501=501 percent or more of the poverty threshold.

So when we get the data organized in levels ranging from 0 to 501, are the NA values mixed in with households with no income and labeled as “0.”

Those with an income of with an income that is 1% or less of the poverty line, including 0 income or negative income, have a POVERTY value of 1. All values of zero correspond to NIU cases. You can corroborate this by comparing POVERTY to FTOTINC.
