How should I use HWTFINL to weight the household level character variable? In the way of multipyling? For example, if I want to use HHICOME, do I need to multiply this variable by HWTFINL?

In general multiplying each household observation by a household-level weight variable will provide representative statistics. So, in your example, you can multiply each observation of HHINCOME by the HWTFINL variable. This will essentially multiply each observation by the number of households it represents in the total population. Many statistical software packages have weighting functions built in, I’d suggest looking into the documentation of the weight functions built into your preffered statistical software.
