The ACS Summary files available from NHIS don’t provide this exact information. You can get persons below 200% of the FPL or race/ethnicity by county, but not both together. It may be available through the ACS Race/Ethnicity and America Indian & Alaska Native data; however, these are not available via NHGIS. You could generate a custom crosstab of race/ethnicity and %FLP using the public use microdata sample (PUMS) via IPUMS USA, but wouldn’t be able to identify all Illinois counties because of limitations on the geographic detail in the PUMS files.
