Question on the definition of person number.

Dear Folks–

The definition of pernum states “PERNUM numbers all persons within each household consecutively (starting with “1”) in the order in which they are listed in the original CPS data.”

Does this sentence mean that PERNUM starts over at 1 for each SERIAL number or for each year? If the former, is the person with PERNUM=1 always the householder?

PERNUM starts over at 1 for each SERIAL, and while the “Head/householder” is commonly PERNUM 1, this is not always the case.
