Has anyone ever used the program maptile by Micheal Stepner?
I need to graph my findings in a US map by countys.
Can anyone help?

I am not familiar with maptile, but assuming you are using IPUMS USA data, it looks like you should be able to join microdata to the provided county shapefile using COUNTYFIP (which must be combined with STATEFIP). Note that not all counties are identified in public use microdata for confidentiality reasons; read more on this blogpost. IPUMS NHGIS provides summary tables at more detailed geographic levels for the entire country (and include shape files) and may be of interest to you too. If you have a specific question about availability of IPUMS data for use in maptile, please let me know and I can provide a more detailed response.
