Is it possible to link individuals in recent Census and ACS data?

Is it possible to match individuals across Census years to create a individual level panel data? If so, which one would be the identifier variable?

No, this is not possible in recent samples. If this is important for your research, you might want to consider applying for access to non-public versions of the datasets through a Federal Statistical Research Data Center.
