The Tobacco Use Supplement Sample Notes page contains some information about weighting in general for the tobacco supplements. In particular, there are three weights available: TBSUPPWT, TNRWT (a “non-response” weight used when analyzing all responses of the tobacco supplement items), and TSRWT (use only when analyzing only self-responses and excluding responses by proxies).
There are also several longitudinal weights that are available. Given your description, it sounds like you may want to look into using LNKFW1YWT, which is a longitudinal weight for two adjacent years. Once you’ve included the desired weight(s) in your data extract, you should be able to apply the weights in the statistical tool of your choice (Stata, SAS, SPSS, etc.).
