Chile - census-based indicator for university education

Hi,

The compatibility section for the educational attainment for Chile says:
"For university education, 1 to 4 years is interpreted as “some college,” and 5 or more years as “university completed.” (https://international.ipums.org/international-action/variables/EDATTAIN#comparability_section)

May I know why 4 years of completion was not interpreted as university completed? I was talking with some Chilean colleagues, but we did not have any idea why it was set in this way.
