Are the 1870 1 percent and 1.4 percent samples independent? Can they be merged for a (roughly) 2 percent sample (taking account of weights)?
The 1870 1% and 1870 1.2% samples are not necessarily mutually exclusive. Therefore, they should not be merged together to create a ~2% sample. The difference in the two samples can be found here.
