1% sample - by person or by household?

I’m working with the 1950-1970 1 percent samples on IPUMS and the descriptions say they are 1-in-100 samples of the population. But I see multiple people in the same household (same serial number). Does this mean the one percent sample is created at the individual level or at the household level? My goal is to count the number of children in each household, but I need to know if I’m indeed seeing the full household to do this.

All census samples in IPUMS USA are cluster samples, with the household as the primary sampling unit. In other words, all individuals within a household are sampled as part of the cluster sample design (see the Sample Designs page for more information).
