I see a previous question about the 2015 1-year file and the answer said early November 2016 was the IPUMS release. Will it be approximately the same for the 2016 ACS 1-year file?

Yes, you can expect a similar timeline this year. Once the data is released by the US Census Bureau it typically takes about a month to harmonize and release data via IPUMS USA. Therefore, outside of any unexpected delays, you can expect the next ACS 1-year file to be available on IPUMS USA around late November.
