According to the Census Bureau, the official poverty rate [excludes](https://www.census.gov/hhes/www/poverty/poverty-cal-in-acs.pdf) “institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old.” It does, however, include respondents living in other types of non-institutional group quarters. These respondents have a [POVERTY](https://usa.ipums.org/usa-action/variables/POVERTY#codes_section) value greater than zero in the IPUMS data, despite having a [GQ](https://usa.ipums.org/usa-action/variables/GQ#codes_section) value of 4 or 5.

Hope this helps.
