Since Indonesia has experienced massive regency expansions between 1995 and 2010, I am wondering if there is any better way to link the regency code across census than matching the name, or using [the wikipedia information](https://id.wikipedia.org/wiki/Pemekaran_daerah_di_Indonesia#Sumatera_Utara) of how division happens to manually code it.

I know that IPUMS is still in the process of creating a harmonized variable for second-level geography with consistent boundaries over time. Do you know when this may be available or whom I should contact to get more details on this practice or guidance on how I should do this by myself?

Thanks a lot!

Sharon
