Can derivative data (a synthetic population based on IPUMS data) be redistributed?

I am submitting a paper for peer review that uses a synthetic population. Individuals in the population of 1.82 million are sampled based on IPUMS household data for the municipalities of Yucatan, Mexico. Individuals have an age, gender, work status, and municipality.

The journal is requesting that I make the synthetic population data (not the IPUMS data per se) available. What are my options? Is this redistribution permitted?

For Mexico, the answer is yes because the Mexican microdata are publicly available with no registration required from the INEGI website (see below). Please remember to cite the publication in the IPUMS bibliography: https://bibliography.ipums.org/user_submissions/new
